Jeff Kaplan, Overwatch game director, posted on the forums at the beginning of the year that a console report feature was being worked on. There was no ETA but Kaplan hoped for Summer or sooner.

Kaplan confirmed the report feature is still being worked on, but that it was "extremely challenging" from a technical standpoint. He ended the post sympathizing with the playerbase, but could still not give an ETA.
One of the chief complaints about the console Overwatch experience is that no in-client report feature exists. This means you can only report people outside the game using Sony or Microsoft's report features. As a result player behavior such as griefing, flaming and purposely bad teamwork go unpunished.
The PC version of Overwatch has an in-client report feature which was recently revamped with greater detail.
